
Democratic Sens. Alex Padilla (D-CA) and Cory Booker (D-NJ) introduced a bill Tuesday to limit anonymity among ICE and CBP agents during immigration enforcement operations. The VISIBLE Act would ban most face coverings and require agents to display legible identification with agency names and badge numbers.
The bill responds to public concern after incidents of masked agents detaining individuals in unmarked vehicles. “This only escalates tensions and spreads fear,” Padilla said, adding that the legislation aims to restore transparency and prevent impersonators from exploiting public panic.
The proposal includes oversight measures such as disciplinary procedures and annual reporting to Congress. Exceptions to the mask ban would be allowed for covert or hazardous situations.
A Department of Homeland Security spokesperson defended ICE tactics, citing a 700% surge in assaults on agents and blaming “violent rhetoric” from Democrats.
Though some conservatives have expressed concern about over-policing, the bill’s path in a Republican-controlled Senate remains uncertain.
