MINNEAPOLIS, MinnesotaHomeland Security Secretary Kristi Noem on Thursday doubled down on claims that the ICE agent who fatally shot 37-year-old Renee Nicole Good acted in self-defense, while signaling openness to deploying additional federal agents to Minneapolis despite growing opposition from state and local leaders.

Speaking at a news conference in New York City, Noem characterized the shooting as a response to what she described as an “act of domestic terrorism,” repeating the Department of Homeland Security’s assertion that Good used her vehicle “as a weapon” and attempted to run over an ICE officer during an enforcement operation. Those claims have been disputed by Minnesota officials and eyewitnesses, who point to video footage showing Good’s vehicle turning away from the officer when shots were fired.

Minneapolis Mayor Jacob Frey sharply rejected DHS’s account, calling it a “garbage narrative” and saying publicly that the video contradicts claims of self-defense. His remarks came as protests over the shooting spread across multiple U.S. cities, with demonstrators demanding greater accountability for federal immigration enforcement actions.

The controversy deepened after the Minnesota Bureau of Criminal Apprehension announced it was withdrawing from the investigation, citing a decision by federal officials to place the probe solely under FBI control. Noem denied that state investigators were excluded, stating the BCA lacked jurisdiction in the case.

The shooting followed an expanded federal immigration enforcement presence in Minnesota tied to fraud allegations involving Somali residents. Noem said she was “not opposed” to sending more agents to Minneapolis if deemed necessary, even as Democratic leaders urged calm and called for ICE to leave the state.
