A federal judge on Thursday temporarily blocked President Donald Trump’s order to federalize and deploy hundreds of National Guard troops across Illinois. U.S. District Judge April Perry, appointed by former President Biden, partially granted a request from Illinois and Chicago officials for a temporary restraining order, halting Trump’s move until at least October 23.

Governor JB Pritzker (D) praised the ruling, calling Trump’s actions an “unconstitutional invasion of Illinois.” The state’s lawsuit argued that Trump’s use of the Guard to address small-scale protests at an Immigration and Customs Enforcement (ICE) facility near Chicago was a pretext to assert federal power over state sovereignty.

Roughly 300 Illinois Guard members and 200 from Texas had already been deployed under orders from Defense Secretary Pete Hegseth before the ruling. The Justice Department contends the deployments are necessary to protect federal officers and property amid threats against immigration officials.

Judge Perry’s order pauses both Hegseth’s authorization and an undated memo allowing 400 Texas troops to be sent to Chicago and other cities. A hearing to extend the order is set for October 22, as legal battles over federal troop deployments continue nationwide.
