A federal judge has extended a temporary restraining order blocking Donald Trump’s ban on foreign students attending Harvard University. The hold remains in effect until June 23 as U.S. District Judge Allison Burroughs weighs a preliminary injunction request.

The Trump administration’s proclamation followed a failed attempt by Homeland Security to revoke Harvard’s authorization to host foreign students. Harvard’s lawsuit contends the administration is retaliating against the university for resisting federal demands.

Harvard attorney Ian Gershengorn accused Trump of “using Harvard’s international students as pawns,” adding there’s “no finding that Harvard is dangerous.” Justice Department lawyer Tiberius Davis argued the administration is scrutinizing multiple universities, not singling Harvard out.

The federal government previously cut $2.6 billion in research grants and threatened the school’s tax-exempt status. In April, DHS Secretary Kristi Noem demanded extensive records on foreign students. After deeming Harvard’s response insufficient, Noem revoked its student exchange certification.

Harvard warned the action harms its global reputation and competitiveness. Some international institutions have begun offering alternatives to affected students.
