Minneapolis, Minnesota — Democratic Rep. Robin Kelly plans to formally introduce articles of impeachment against Homeland Security Secretary Kristi Noem following the fatal shooting of a U.S. citizen by an Immigration and Customs Enforcement officer in Minneapolis last week.
The case centers on the death of 37-year-old Renee Nicole Good, who was shot while sitting in her car on a residential street. The Trump administration has described the incident as an act of “domestic terrorism” carried out by a “professional agitator,” a claim disputed by video evidence and local officials. Minneapolis Mayor Jacob Frey has called the shooting a reckless use of federal power and urged ICE to leave the city, while federal authorities have instead deployed additional agents.
Kelly will be joined by Ilhan Omar and Oregon Rep. Maxine Dexter in filing three impeachment articles accusing Noem of obstructing congressional oversight, authorizing warrantless arrests, and permitting violence against U.S. citizens and lawful residents. The filing also alleges misuse of taxpayer funds for ICE recruitment advertising and conflicts of interest tied to a $200 million contract.
The Department of Homeland Security dismissed the effort as political theater, citing a rise in assaults on ICE officers. Democratic leaders, including Minority Leader Hakeem Jeffries, have criticized Noem but remain divided on whether impeachment is the most effective response. The move is unlikely to advance in the Republican-controlled House.
