House Administration Committee Chair Bryan Steil (R-Wis.) issued a subpoena to ActBlue, a major Democratic fundraising platform, demanding it provide documents related to its donor security and verification policies by Nov. 6. The committee’s investigation centers on concerns over foreign money potentially being funneled into U.S. elections through ActBlue, which Steil claims lacks adequate security measures. He stated, “We cannot allow foreign actors to influence our elections through campaign financing.”
The subpoena follows accusations by Texas Attorney General Ken Paxton that ActBlue’s policies fail to filter out “straw donors” who donate under another person’s name. ActBlue, which collects small-dollar donations for Democratic campaigns, confirmed it previously accepted contributions without requiring a credit card verification (CVV), though it began using CVVs in August after Steil’s related legislation passed.
In recent correspondence, Steil emphasized the need for information to help craft legislation targeting loopholes in campaign finance law. ActBlue has raised approximately $1.5 billion for Democratic causes, with donations distributed across roughly 19,000 campaigns, including significant contributions to high-profile figures like Vice President Harris.
