A new analysis by the Center for American Progress estimates that rolling back the federal government’s 90% match for Medicaid expansion could lead to 34,200 additional deaths annually if states respond by ending their expansions. The report was based on a 2017 study linking Medicaid coverage to improved health outcomes.

Currently, states that expanded Medicaid under the Affordable Care Act receive a 90% federal match. Twelve states have “trigger” laws that would reduce or eliminate expansion if that rate drops.

The proposal to reduce the match is part of House Republicans’ budget reconciliation effort to fund an extension of President Trump’s tax cuts. While no policy has been finalized, the House Energy and Commerce Committee is targeting $880 billion in savings and is set to begin markups on May 7.

Some Republicans say reducing the match restores fiscal responsibility. Others, including moderate GOP members and Trump, have expressed concern over Medicaid cuts, warning of impacts on vulnerable populations.
