A federal judge on Monday halted the Trump administration’s attempted takeover of the U.S. Institute of Peace (USIP), ruling that President Trump exceeded his authority when he fired board members and sought to dismantle the organization.
U.S. District Judge Beryl Howell declared the firings and asset seizures unlawful, ordering the reinstatement of USIP’s president and board. In a 102-page decision, Howell described the takeover as a “gross usurpation of power” that traumatized USIP’s leadership and staff.
Earlier this year, Trump dismissed USIP’s leadership and transferred its headquarters to the General Services Administration with support from Elon Musk’s Department of Government Efficiency. Five ousted board members sued to reverse the move.
The ruling found that USIP is part of the federal government but not under the executive branch, instead serving both Congress and the White House as an independent peace-focused institution.
Howell’s decision voids the asset transfers and staffing terminations that followed Trump’s actions, restoring the institute’s leadership and operations.
