Several major European parcel carriers, including DHL, the Royal Mail, and the French and Spanish national postal services, are suspending some shipments to the U.S. as new Donald Trump tariff rules take effect.

Beginning August 29, Trump’s executive order ends the “de minimis” rule, which allowed packages valued under $800 to enter the U.S. duty-free. The exemption had already been eliminated for China and Hong Kong but is now being suspended for all countries. Letters are unaffected, and gifts under $100 sent between individuals remain exempt.

DHL Group said it paused business shipments through Deutsche Post and DHL Parcel Germany, citing unresolved questions over customs collection, required data, and new transmission procedures. DHL Express service will continue. France’s La Poste and Spain’s Correos also suspended shipments, while Royal Mail said it expects only a short disruption as it adjusts its systems.

The White House has described “de minimis” as a “catastrophic loophole” enabling lost tariff revenue and drug smuggling, while critics like the Cato Institute warn the change will raise costs for low-income consumers and create logistical chaos.
