Canadian Prime Minister Mark Carney declared Thursday that the traditional economic partnership between Canada and the United States is “over,” pledging to respond “forcefully” to Donald Trump‘s latest tariff plan.

Speaking one day after Trump announced a 25% tariff on foreign auto imports beginning April 2, Carney said Canada must reduce its dependence on the U.S. and rebuild its economy with a focus on domestic strength. “We can give ourselves much more than any foreign government… can ever take away,” Carney stated.

Trump’s proposed tariff would apply to all auto parts not produced in the U.S., with the president claiming it would boost domestic manufacturing and jobs. Carney, however, called the move a “direct attack” on Canadian workers and vowed that “nothing is off the table” in Ottawa’s response.

Trump warned on Truth Social that if Canada and the EU cooperate against the U.S. economically, “far larger” tariffs could be imposed on both.

Carney promised retaliatory measures targeting the U.S. while minimizing harm to Canada: “We will build Canada strong.”
