Canada’s ruling Liberal Party elected Mark Carney as its new leader and next prime minister on Sunday, replacing Justin Trudeau, who stepped down amid declining popularity.

Carney, a former governor of the Banks of Canada and England, takes over as the Liberals experience a polling boost driven by opposition to President Donald Trump’s tariffs and rhetoric about making Canada the “51st state.”

The Liberal Party election drew 151,899 voters out of 400,000 registered members, with Carney winning on a ranked-choice ballot.

Trudeau, who led the party for 11 years and served as prime minister for nine, told supporters in his farewell speech that “democracy is not a given” and urged them to continue defending liberal values.

Carney will serve as prime minister until Canada’s next federal election, due by Oct. 20, but he could call early elections after March 9. The Liberals will face off against Conservative leader Pierre Poilievre, as Canada becomes a potential case study for liberal parties fighting global populist movements.
