WASHINGTON, D.C. — Newly released video footage is raising questions about the fatal 2025 shooting of a U.S. citizen by a federal immigration agent in Texas.
Body camera footage shows 23-year-old Ruben Ray Martinez’s car nearly stopped when Homeland Security Investigations agent Jack Stevens fired three shots through the driver’s window at close range.
The shooting occurred March 15, 2025, near a traffic accident scene on South Padre Island. Martinez had been drinking earlier that night and was driving slowly through an intersection where officers were directing traffic.
The Department of Homeland Security previously said the agent fired after Martinez intentionally rammed another officer with his vehicle. However, the newly released footage does not clearly show the car striking an agent.
The entire incident unfolded in roughly 15 seconds. Martinez was shot three times and died shortly afterward. An autopsy found the bullets pierced multiple organs, including his heart and lungs.
A Texas grand jury declined to file criminal charges against the agent, and the Texas Rangers closed their investigation. Attorneys for Martinez’s family say the footage shows “no justification” for the shooting and are calling for full transparency.
