STOWE, VERMONT — A 14-year-old high school student has qualified for Vermont’s gubernatorial ballot, becoming the first under-18 candidate to reach the general election in the state.

Dean Roy, a freshman at Stowe High School, secured his spot by forming the Freedom and Unity party. Vermont’s constitution does not set a minimum age requirement for governor, allowing his candidacy as long as residency rules are met.

Roy said his goal is not necessarily to win but to encourage greater youth participation in politics. His interest began after working as a legislative page, and he has identified housing as a key issue facing the state.

Some officials have expressed skepticism. Gov. Phil Scott acknowledged Roy’s engagement but questioned whether a candidate so young has the experience needed to lead a state government.

Experts note Vermont is unique in lacking age restrictions, contrasting with most states that require candidates to be at least 25 or 30 years old. While Roy’s candidacy is historic, observers say voters are unlikely to elect such a young candidate.

Roy has said he plans to balance school responsibilities with campaigning, potentially using online classes if necessary.
