Los Angeles, California — Mayor Karen Bass has declined an invitation to testify before a House oversight subcommittee examining federal homelessness funding in Los Angeles, saying she is unavailable for the Sept. 15 hearing.
Rep. Tim Burchett, R-Tenn., chairman of the House Oversight Subcommittee on Delivering on Government Efficiency, launched the inquiry last week over what he described as potential waste, fraud and abuse involving federal grants administered through the Los Angeles Homeless Services Authority.
Bass’s attorney, David Michaelson, responded Sept. 4 that the mayor could not attend on the requested date but said her office is reviewing records sought by the committee. He also emphasized that LAHSA is a separate governmental entity jointly overseen by Los Angeles city and county appointees.
Burchett’s office criticized Bass for not appearing and argued that homelessness has worsened under her leadership. Bass’s office disputes that characterization.
City officials say homelessness in Los Angeles has fallen about 11% since 2023. Bass has also credited her Inside Safe program with moving roughly 6,000 people off the streets.
The 2026 Greater Los Angeles Homeless Count was released in July, with LAHSA publishing updated city and county data as well as methodology information.
Bass has separately criticized LAHSA’s past financial controls, saying audits and court findings showed problems with tracking money and paying service providers.
The congressional investigation remains ongoing, and Bass’s office says it intends to provide responsive records as the review continues.
