Atlanta, Georgia — Georgia House Republicans unveiled a sweeping proposal Wednesday that would eventually eliminate property taxes on primary residences, a move supporters say would provide long-term relief to homeowners but critics warn could destabilize funding for local governments and public schools.

House Speaker Jon Burns (R-Newington) announced the plan at the state Capitol, calling rising property taxes “unsustainable” for many Georgia families. Under the proposal, homeowners would receive a 100% homestead exemption by 2032, with exemptions gradually increasing in the years leading up to full implementation.

To offset the loss of revenue, counties, cities, and school districts would be permitted to rely more heavily on sales taxes, fees, and service-based assessments, though those options are capped under current law. Local sales tax rates are limited to 5% in addition to the state’s 4% rate, restricting how much revenue could realistically be replaced.

The proposal would require a constitutional amendment, meaning it must receive a two-thirds vote in both legislative chambers and approval from Georgia voters. While House Republicans are backing the plan, some Democrats have expressed concern about its potential impact on rural school districts and counties with limited commercial tax bases.

Local government groups estimate the plan could eliminate at least $5 billion annually in local revenue. County officials warn that some communities may be forced to cut services or raise other taxes if replacement funding falls short.

Supporters argue homeowners would still come out ahead financially, even with possible sales tax increases. The plan also includes a proposed one-time property tax relief grant, though funding details have not yet been finalized.
