Plano, Texas – Federal prosecutors say two Texas men have been indicted in a gruesome plot to invade an island off Haiti, kill its male population, and enslave women and children for sexual exploitation. U.S. Attorney Jay R. Combs of the Eastern District of Texas announced the charges Friday, detailing what investigators described as an elaborate plan involving weapons purchases, recruitment of a makeshift mercenary force, and attempts to gain military training.
Gavin Rivers Weisenburg, 21, of Allen, and Tanner Christopher Thomas, 20, of Argyle, were indicted on conspiracy to murder, maim, or kidnap in a foreign country, along with production of child pornography. Court filings state that between August 2024 and July 2025, the pair discussed leading an expedition to Haiti’s Gonave Island, where they allegedly planned to commit mass killings and force women and children into sexual slavery.
Prosecutors say the two researched weapons, sought to acquire a sailboat, studied Haitian Creole, and attempted to recruit others — including members of the homeless population in Washington, D.C. — to serve as a private armed force. Thomas even enlisted in the U.S. Air Force, investigators say, intending to gain combat skills for the planned attack. Both defendants also face child-pornography charges tied to the wider investigation.
If convicted, the men face up to life in prison on the conspiracy count and 15 to 30 years on the child-pornography charge. The FBI, Air Force Office of Special Investigations, and Salina Police Department are leading the investigation. Prosecutors emphasized that a grand jury indictment is not evidence of guilt.
