NORFOLK, VIRGINIA — Federal prosecutors have charged a Virginia man accused of illegally supplying the firearm used in a deadly shooting at Old Dominion University, according to court documents filed by the Justice Department.

Authorities say Kenya Chapman sold a Glock pistol for $100 to Mohamed Bailor Jalloh, the gunman who opened fire Thursday inside a Reserve Officers’ Training Corps classroom at the Norfolk university. The shooting killed Army Lt. Col. Brandon Shah and injured two other U.S. Army personnel who were present in the classroom during the attack.

According to a federal complaint, Chapman allegedly stole the pistol from a vehicle in Newport News roughly one year ago before later selling it to Jalloh earlier this week. Prosecutors charged Chapman with making false statements during a firearm purchase and engaging in the business of dealing firearms without a federal license.

Investigators say Chapman had previously come to the attention of federal authorities. In 2021, agents with the Bureau of Alcohol, Tobacco, Firearms and Explosives questioned him about “straw purchasing,” a practice in which someone buys firearms on behalf of another person while falsely claiming the purchase is for themselves. He received a warning at that time and was not charged.

The FBI is investigating the Old Dominion attack as a possible act of terrorism. Authorities said Jalloh shouted “Allahu Akbar,” meaning “God is the greatest,” during the shooting. Court records also indicate Jalloh had been convicted in 2017 of providing support to ISIS before being released from prison in early 2024.
