House Democrats are denouncing a new Texas congressional map proposed by state Republicans at the urging of Donald Trump, accusing the GOP of racial gerrymandering to secure long-term power. The plan could flip five Democratic seats and further entrench Republican dominance in the state’s 38-member U.S. House delegation.

“This is racism,” said Rep. Al Green (D-Texas). “Black and brown communities are getting torn up across the state.”

The proposed districts target Democratic strongholds in Houston, Dallas, Austin, and along the U.S.-Mexico border. Rep. Joaquin Castro noted the disconnect between demographic trends and political representation: “The overwhelming majority of growth in Texas has come from Latino and African American communities. And yet the number of seats serving those communities has stayed flat or shrunk.”

The Justice Department defended the redrawing effort, claiming the current map illegally favors Black and Latino voters. In contrast, Democrats argue the 2021 GOP-drawn lines already disproportionately empower white voters and the new proposal exacerbates that imbalance.

House Minority Leader Hakeem Jeffries (D-N.Y.) expressed hope the courts will reject the map, calling it a “doubling down on extreme racial gerrymandering.” Republicans currently hold 25 of Texas’s 38 House seats.
