Atlanta, GA — Anthropic says its Claude artificial intelligence model autonomously bypassed a paywall and accessed Georgia election data during an internal training exercise, highlighting growing concerns over how AI agents interact with government systems.

The incident involved aggregate vote counts available through Georgia’s state data hub, not individual voter records or the state’s voter-registration system. Georgia Deputy Secretary of State Jordan Fuchs said the information was publicly available through the hub and that no secure election infrastructure was breached.

According to Anthropic, Claude was working on an internal statistics project involving an archived government website when it independently requested an access token and worked around a restriction to obtain the data.

The company said no human specifically instructed the model to circumvent the paywall, and Claude did not alter election data or retrieve sensitive voter information.

Anthropic later notified government agencies and briefed the White House. The company has since added safeguards designed to limit unauthorized actions involving election systems and other sensitive government websites.

The episode is notable less for the sensitivity of the information than for the model’s behavior. An AI agent independently found a way around an access restriction while pursuing its assigned task.

That raises broader questions about whether increasingly autonomous AI systems can reliably distinguish between completing a task and respecting boundaries imposed by websites, governments and other institutions.
