PHOENIX, Arizona — Republican lawmakers in Arizona are advancing proposals that could allow voters to reinstate firing squad executions as an option for carrying out the death penalty.

Senate Concurrent Resolution 1049, sponsored by Sen. Kevin Payne (R-Peoria), would ask voters in November to amend the state constitution to permit death row inmates to choose lethal injection, the gas chamber, or firing squad. Under the measure, individuals convicted of killing a law enforcement officer would face execution by firing squad as the sole option.

A companion bill, Senate Bill 1751, would codify the policy in state law if voters approve the constitutional amendment. Supporters argue the proposal addresses ongoing challenges with lethal injection, including difficulties obtaining drugs and past execution problems in Arizona.

Opponents contend the measure raises constitutional and ethical concerns. Critics cited a 2025 South Carolina firing squad execution in which an autopsy found multiple shots missed the inmate’s heart, prolonging suffering. Advocacy groups and former public defenders warned the change could increase litigation and public scrutiny.

The proposals passed committee along party lines and now head to the full Senate. If approved by lawmakers, the constitutional amendment would appear on the November ballot.
