As U.S. and Ukrainian officials prepare to meet in Saudi Arabia, President Donald Trump has made it clear that a signed minerals deal alone won’t be enough to restart U.S. aid and intelligence sharing, according to administration and U.S. officials.

Trump wants the deal signed, giving the U.S. a stake in Ukraine’s mineral resources, but also demands concessions from Ukrainian President Volodymyr Zelenskyy, including territorial concessions to Russia and progress toward elections—possibly even Zelenskyy stepping down.

The pause in U.S. military aid and intelligence sharing has coincided with increased Russian attacks, with Friday being one of the deadliest days for civilians this year, according to the U.N. Human Rights Monitoring Mission in Ukraine. However, U.S. officials say the pause didn’t directly impact the attacks, as they were likely planned in advance.

Despite growing pressure from congressional Republicans to restore support, Trump insists on more Ukrainian concessions before resuming aid. Western allies are now trying to fill intelligence gaps, as officials warn that every day without U.S. intelligence strengthens Russia’s position.
