The Trump administration announced Friday it will shorten the Affordable Care Act open enrollment period and end ObamaCare coverage for undocumented immigrants brought to the U.S. as children, also known as Dreamers. The final rule reduces federal open enrollment from Jan. 15 to Dec. 31 and prohibits coverage beyond a nine-week window.
The administration cited “rampant fraud” under the Biden-era expansion of ACA access, claiming the new restrictions will save taxpayers $12 billion in 2026. A judge had already blocked Dreamer coverage in 19 states; that litigation continues.
The rule also bans “sex-trait modification” coverage—including gender-affirming care—as an essential benefit starting in 2026, affecting five states with such mandates.
Other provisions include increased income verification, a $5 premium for auto-renewed subsidized plans until updated, and the end of a low-income special enrollment period CMS claimed was being abused.
Republicans hope to make many of the changes permanent through legislation tied to their broader tax and spending plan.
