California Gov. Gavin Newsom sharply criticized eight U.S. senators — seven Democrats and one independent — who joined Republicans in voting to end the nation’s longest government shutdown, calling their actions “a betrayal of working Americans.” Speaking at the COP30 UN Climate Conference on Tuesday, Newsom told The Associated Press he was “stunned” that members of his own party “still play by the old rules” while confronting President Donald Trump, whom he described as “an invasive species” changing the political landscape.

Newsom’s remarks followed Senate passage of a bipartisan funding bill Monday night that reopened the government but drew backlash from progressives. The measure lacked long-term provisions to extend health care subsidies set to expire in January, sparking accusations that Democratic moderates “caved” to GOP pressure.

In a social media post, Newsom called the agreement “pathetic” and “a surrender,” accusing the defectors — several of whom are retiring or former governors — of prioritizing expediency over principle. The senators defended their votes as a pragmatic step to restore federal operations, end missed paychecks, and resume food and travel services disrupted nationwide.

Newsom, who is meeting world leaders at COP30, said he remains more alarmed “about the future of our country” than many in his party.
