The Arizona Senate adjourned its 2025 session early Friday morning after passing a $17.6 billion bipartisan budget, leaving the House to decide its fate before the June 30 deadline. The move, taken just after 2 a.m., followed a collapse in negotiations with House Republicans and sparked backlash from some Senate Republicans, including Sen. J.D. Mesnard, who called the unilateral adjournment “antagonistic” and “unconstitutional.”

Senate President Warren Petersen blamed House Republicans for stalling and insisted they had the votes to pass the budget but refused to act. The Senate plan includes more funds for Medicaid and K–12 education than the House’s $17.3 billion alternative, which Gov. Katie Hobbs had called “dead on arrival.”

Far-right amendments from Sen. Jake Hoffman, including efforts to block aid to undocumented students, were voted down to avoid a Hobbs veto. Hoffman lashed out at fellow Republicans, accusing them of betrayal and caving to the governor.

The House must now act alone to avoid a state government shutdown.
