Minneapolis, Minnesota — The United States Pirate Party has formally condemned U.S. Immigration and Customs Enforcement, designating the agency a “domestic terrorist organization” following the fatal shooting of Alex Pretti by federal immigration agents earlier this month.
In a statement issued January 26, the party’s national leadership said the Pirate National Committee unanimously voted to condemn ICE, its enforcement tactics, and the Trump administration’s role in directing immigration operations. The vote came after the killing of Pretti, a 37-year-old intensive care nurse who was shot during an ICE operation in Minneapolis known as Operation Metro Surge.
The statement was delivered by Captain Jolly Mitch Davilo, who said the party was elevating arguments previously made in a November 2025 opinion article published through the Pirate Party’s “Through the Spyglass” series. Davilo argued that ICE’s reliance on force, intimidation, and fatal encounters meets commonly accepted definitions of terrorism.
The party’s resolution cited multiple deaths it attributes to immigration enforcement, including Pretti and Renee Good in Minnesota, as well as incidents in California and Illinois. Those cases include farmworker Jaime Alanis, who died after falling while fleeing agents during a raid in Camarillo, California, and Silverio Villegas-Gonzalez, who was shot and killed during an enforcement action near Chicago last year.
In its statement, the Pirate Party said supporters of ICE’s actions are not welcome within the organization and compared current immigration enforcement tactics to the Palmer Raids of the early 20th century. Davilo urged Americans to reject rhetoric framing immigration enforcement as a moral or security necessity and called for local opposition to ICE operations.
