The White House and Ukraine are making progress toward a deal that would give the U.S. access to Ukraine’s rare earth minerals, despite recent tensions between President Donald Trump and Ukrainian President Volodymyr Zelenskyy.

Negotiations have advanced following a three-day visit to Kyiv by retired Lt. Gen. Keith Kellogg, Trump’s special envoy to Ukraine and Russia. Zelenskyy, who had previously rejected an initial U.S. proposal due to its lack of security guarantees, acknowledged ongoing talks in his nightly address, saying, “This agreement can add value to our relations.”

Rare earth minerals, essential for consumer technology and military applications, have been a key focus for the Trump administration. Trump’s national security adviser, Mike Waltz, expressed confidence that Zelenskyy would sign the deal. Earlier proposals suggested using Ukraine’s mineral resources as “compensation” for past and future U.S. military aid.

Trump has been critical of Zelenskyy’s leadership, warning him to act quickly or risk losing his country. His comments have drawn criticism from lawmakers on both sides of the aisle, as U.S.-Ukraine relations remain strained.
