President Trump has signed just five bills into law since returning to office, the fewest by any new president in seven decades, according to Punchbowl News. By contrast, he signed 24 bills within his first 100 days during his initial term.

The drop in legislative activity comes despite unified Republican control of the House, Senate, and White House. GOP leaders are focusing on a sweeping spending package — referred to as the “one big beautiful bill” — which would address tax reform and major spending priorities like border security. A vote could occur as early as next month.

Meanwhile, the Trump administration has issued a record number of executive orders, surpassing the pace set by President Franklin D. Roosevelt. Legal challenges have followed, with multiple federal judges blocking portions of Trump’s agenda.

As Congress debates the balance between executive power and legislative action, the focus remains on whether major legislation can follow the flurry of executive decisions.
