Donald Trump signed an executive order Thursday ending collective bargaining rights for hundreds of thousands of federal employees, according to a memo from the Office of Personnel Management (OPM). The order directs 18 federal departments and multiple component agencies to terminate union agreements and halt all collective bargaining.
A White House fact sheet claims the order targets agencies with national security missions, asserting the Civil Service Reform Act has enabled “hostile” unions to obstruct management. However, agencies listed include not only the Department of Defense, Homeland Security, and State, but also Health and Human Services, the EPA, and the National Science Foundation.
Agencies are instructed to end participation in grievance procedures and stop collecting union dues. The memo also orders shorter performance improvement plans and urges a swift return to in-person work.
The American Federation of Government Employees (AFGE) condemned the move as illegal and retaliatory, vowing legal action. “National security is not the reason for this action,” the union said. “This is retaliation.”
Notably absent from the list of affected agencies is U.S. Customs and Border Protection, whose union endorsed Trump in 2024.
