Heather Colley, a single mother in Tennessee, finally became a homeowner thanks to a $272,000 HOME Investment Partnerships Program grant. Now, President Donald Trump wants to eliminate the decades-old program, which has built or repaired over 1.3 million affordable homes, more than half in rural congressional districts.
House Republicans excluded HOME from their budget proposal, though Senate Republicans kept funding in their draft, leaving its future uncertain. Trump’s budget office argues the money is less effective than other housing programs, while critics warn the cuts would devastate rural communities already facing rising housing costs.
HOME was launched under President George H. W. Bush and has spent $38 billion nationwide. An Associated Press analysis found 84% of rural homes built with HOME funding are in districts that voted for Trump in 2024. Advocates say without it, many Appalachian and rural counties will lose one of their only affordable housing lifelines.
