Donald Trump’s administration has released 461 undocumented immigrants under the “catch and release” program since taking office, despite his campaign promise to end the practice, Axios reports. The releases, due to limited detention space, come as Trump pushes for mass deportations.

“Catch and release” allows nonviolent undocumented immigrants to be freed with monitoring until their court dates. These releases account for less than 6% of the 8,000 arrests since Jan. 21, according to DHS official Tricia McLaughlin. ICE is seeking additional funding to expand detention capacity and speed up deportations.

Trump signed an executive order expanding migrant detention at Guantanamo Bay, where some criminal detainees have already been sent. The administration is also working on agreements with local law enforcement and foreign governments to house deported immigrants. El Salvador’s deal to accept detainees of any nationality, including Americans, has raised legal concerns.
