The Trump administration on Monday proposed shortening the Affordable Care Act’s (ACA) open enrollment period by one month and rolling back coverage for certain immigrants, marking a major shift in health policy.
The proposed rule would cut the open enrollment period from Nov. 1–Jan. 15 to Nov. 1–Dec. 15, which officials claim will “streamline enrollment” and reduce adverse selection—a move that mirrors Trump’s first term cuts to ObamaCare.
The Centers for Medicare and Medicaid Services (CMS) also proposed ending ACA coverage for Dreamers—immigrants who entered the U.S. illegally as children—undoing a Biden-era rule that allowed 147,000 people to enroll. A federal judge had already blocked the rule in 19 states, and litigation is ongoing.
Additionally, the administration is considering removing coverage for “sex-trait modification” from essential health benefits starting in 2026.
The move comes as 24 million people enrolled in ACA plans last year, a record high under expanded tax credits introduced during Biden’s presidency.
