The 2005 bill implemented the 9/11 commission’s proposal that the United States “establish rules for the issue of sources of identification, such as driver’s licenses.” The law establishes minimal security requirements for license issuing and production. The increased delay is part of an effort to “address the residual effects of the COVID-19 outbreak on the ability to obtain a REAL ID.”
