The Supreme Court unanimously upheld a 2019 federal law Friday allowing American victims of terrorist attacks in Israel to sue the Palestinian Authority and the Palestine Liberation Organization for damages in U.S. courts. Chief Justice John Roberts, writing for the court, said the law does not violate constitutional protections.

“The Federal Government has an exceedingly compelling interest in providing a forum for American victims to hold accountable the perpetrators of acts of international terror,” Roberts wrote.

The decision reverses a federal appeals court ruling that tossed a $650 million verdict under the Anti-Terrorism Act, citing due process concerns for the Palestinian groups. The high court disagreed, affirming the U.S. government’s authority to pursue justice for its citizens harmed abroad.

The ruling marks a significant legal win for victims and families seeking accountability for overseas attacks involving Americans, and affirms Congress’ power to ensure such cases can be tried under U.S. law.
