Sen. Elissa Slotkin (D-MI) warned Thursday that the Trump administration is creating “secret lists of terrorist groups inside the United States” under National Security Presidential Memorandum 7 (NSPM-7). The directive, she said, broadens the definition of domestic terrorism to include “anti-Christian” or “anti-capitalist” sentiment, potentially doubling the FBI’s domestic terrorism watchlist.

Slotkin, a former CIA analyst and Pentagon official, said the White House ordered the attorney general to compile a list of such groups and submit it to the president. “They are not telling anyone about this,” she said, calling the move “a grave threat to civil liberties.” The administration has also withheld from Congress a separate list of cartel-linked terrorist organizations created under NSPM-7.

Other lawmakers, including Reps. Ro Khanna (D-CA), Pramila Jayapal (D-WA), and Mark Pocan (D-WI), have joined Slotkin in condemning the directive, comparing it to post-9/11 surveillance laws. Khanna said NSPM-7 “is a greater infringement on freedoms than the Patriot Act.”

National security experts, including former CIA chief of staff Larry Pfeiffer, warned the policy could enable targeting of political opponents. The Trump administration has not commented publicly on the directive.
