Senate Majority Leader Charles E. Schumer and Senator Amy Klobuchar have emphasized the urgent need for Congress to address the potential threats posed by artificial intelligence (AI) to U.S. elections. Schumer warned that AI, particularly deepfakes, could severely undermine public trust in election results. Following the release of a bipartisan AI road map calling for substantial investment in AI research, the Senate Rules Committee advanced three bills aimed at curbing deceptive AI practices in federal campaigns.

The proposed legislation would ban misleading AI in political campaigns, mandate disclaimers for AI use, and direct the Election Assistance Commission to establish guidelines on AI’s applications and dangers. Despite bipartisan support for addressing AI risks, GOP senators opposed the bills, citing concerns over free speech and state jurisdiction in election regulation.

Klobuchar highlighted the bipartisan agreement on the AI threat, noting chilling instances of deceptive AI, such as deepfakes during recent political campaigns. She stressed that the integrity of democracy is at stake if voters cannot distinguish between real and fake campaign materials.

The bills faced a divided committee vote but received backing from a coalition of national security experts and election officials. A third bill, receiving unanimous support, tasks the Election Assistance Commission with developing voluntary guidelines to help election workers navigate AI’s challenges, ensuring election security and integrity. The legislative efforts reflect a growing recognition of the need to balance AI innovation with safeguards against its misuse in the electoral process.
