Secretary of State Marco Rubio has directed U.S. diplomatic and consular posts to pause new foreign aid funding obligations pending a comprehensive review, aligning with President Trump’s executive order to reevaluate U.S. foreign assistance. The review aims to assess whether aid programs are effective, non-duplicative, and consistent with the president’s foreign policy priorities.
Rubio’s order, obtained by CBS News, emphasizes the need for a centralized repository to consolidate foreign assistance data for better decision-making. An 85-day deadline has been set for a government-wide review, after which Rubio will submit recommendations to the president.

Existing aid programs face stop-work orders until further notice, except for foreign military financing for Israel and Egypt, emergency food assistance, and administrative expenses. Exceptions may be approved by the State Department’s Foreign Assistance Office.

It remains unclear how the pause will impact aid to Ukraine and other countries.
