A new Economist/YouGov poll finds limited public support for eliminating the Federal Emergency Management Agency (FEMA), a proposal floated by Donald Trump during his 2024 campaign and reaffirmed in early 2025. Just 9% of respondents support eliminating FEMA entirely, and 10% favor reducing its size.
The majority—66%—support maintaining or expanding the agency, with 36% saying it should grow and 30% saying it should stay the same. The results reflect sharp partisan divides: 18% of Republicans support eliminating FEMA, compared to just 1% of Democrats. Independents fall in between, with 7% favoring elimination.
Trump’s January executive order created a review council to examine FEMA’s role and whether it should be overhauled or dismantled. In March, Homeland Security Secretary Kristi Noem declared the administration’s intent to eliminate FEMA “as it exists today.” More recently, Noem clarified that the agency should be remade into a “responsive” organization, while Trump said FEMA should distribute “less money.”
Support for scrapping other federal agencies, including the EPA and National Weather Service, also remains low.
