Homeland Security Secretary Kristi Noem reiterated her proposal to eliminate the Federal Emergency Management Agency (FEMA) in its current form, arguing it has failed to deliver timely aid in national crises. Her comments follow devastating floods in Texas that have left more than 100 people dead.

“FEMA has been slower to get the resources to Americans in crisis, and that is why this entire agency needs to be eliminated as it exists today and remade into a responsive agency,” Noem said during a virtual appearance before the FEMA Review Council.

Though specific restructuring details remain vague, Noem emphasized giving states more authority in disaster response, echoing past statements from Donald Trump. “What President Trump has empowered us to do is to let these states and local emergency management officials run and make decisions,” she said.

While Trump and Noem have both proposed eliminating FEMA, Trump has signaled major changes would be postponed until after the 2025 hurricane season.

Noem initially called for FEMA’s elimination in March but later clarified that her aim was to overhaul — not fully dismantle — the agency.
