A new provision in President Donald Trump‘s “One Big Beautiful Bill” will impose a mandatory “visa integrity fee” on non-immigrant visitors to the United States, raising the total cost of travel for millions of international students, tourists, and temporary workers. The $250 fee will apply to most non-immigrant visa applicants beginning October 1, 2025, according to The National Desk.
The Department of Homeland Security will oversee implementation, and the Secretary has authority to adjust the fee. While reimbursement is possible for travelers who comply with visa conditions, DHS has not yet released details on the refund process.
The State Department stated the fee supports efforts to deter visa overstays and fund immigration enforcement. In FY 2024, the U.S. issued over 11 million non-immigrant visas.
Travelers from Visa Waiver Program countries such as the UK, Germany, Japan, and Canada will be exempt for visits under 90 days.
Unrefunded fees will be deposited into the U.S. Treasury’s general fund, per the bill.
