Panama is detaining nearly 300 migrants deported under President Donald Trump’s immigration policies in a guarded hotel while awaiting international coordination for their return. Many, from countries including Iran, China, and Afghanistan, refuse to return home, citing safety concerns.

The agreement, announced after U.S. Secretary of State Marco Rubio’s visit, designates Panama as a transit hub for deportees, with the U.S. covering all costs. However, images of migrants holding “Help” signs from hotel windows have raised human rights concerns.

Security Minister Frank Abrego stated the migrants are not detained but cannot leave their rooms. Of the 299 deportees, 171 have agreed to return with U.N. assistance, while others may be relocated to third countries. Those refusing repatriation will be sent to a facility in Panama’s Darien province. The Panamanian Ombudsman’s Office is expected to provide further updates.
