Michigan Gov. Gretchen Whitmer signed two bills into law allowing pharmacists to prescribe hormonal birth control. House Bill 5436 enables pharmacists to write prescriptions for contraceptives like birth control pills, emergency contraceptive pills, patches, and vaginal rings. House Bill 5435 requires insurance companies to cover the cost of pharmacist-prescribed hormonal contraception.
Michigan’s state licensing agency and pharmacy board have until fall 2026 to create rules for the rollout. The state faces a shortage of obstetricians and gynecologists, making access to hormonal contraception challenging. Whitmer’s office stated that these bills increase access to safe, affordable birth control and recognize pharmacists as vital members of women’s health care teams.
Michigan joins other states in allowing pharmacists to prescribe hormonal contraception. Whitmer also signed bills to improve maternal health, including legislation to facilitate breast milk donation and expand maternal mental health services for postpartum women.
