Letcher County Sheriff Shawn M. Stines was charged with murder after allegedly shooting District Judge Kevin Mullins in the courthouse chambers on Thursday. Kentucky State Police reported that the shooting followed an argument between the two inside the courthouse in Whitesburg, 146 miles southeast of Lexington. Mullins, a 15-year veteran judge, was shot multiple times and died at the scene. Stines surrendered without resistance.
Governor Andy Beshear and Kentucky Attorney General Russell Coleman expressed their shock and vowed to seek justice. Mullins was known for his advocacy in substance abuse treatment, helping hundreds of people enter recovery programs. Local schools were briefly locked down following the shooting. The investigation is ongoing.
