A federal judge on Friday granted Harvard University a temporary restraining order blocking the Department of Homeland Security from revoking its ability to enroll international students. U.S. District Judge Allison Burroughs ruled that Harvard would face “immediate and irreparable injury” without the order and said it was necessary to “preserve the status quo” pending further hearings.

The ruling comes one day after DHS Secretary Kristi Noem announced the department would revoke Harvard’s Student and Exchange Visitor Program (SEVP) certification, citing the university’s alleged failure to address antisemitism and concerns about diversity, equity, and inclusion policies.

Harvard President Alan Garber responded by filing a lawsuit Friday morning, calling the revocation unconstitutional retaliation for resisting White House political demands. Nearly 7,000 international students are currently enrolled at Harvard.

While the temporary restraining order is in effect, DHS is barred from taking enforcement action related to the SEVP certification. A full hearing will determine whether the block remains in place.
