A federal judge ruled Thursday that the Trump administration has not fully complied with a previous court order requiring the unfreezing of foreign assistance grants and contracts.
U.S. District Court Judge Amir Ali reaffirmed his Feb. 13 restraining order, warning officials at the U.S. Agency for International Development (USAID) and the State Department against using alternative legal justifications to continue blocking the funds. “The Court was not inviting Defendants to continue the suspension while they reviewed contracts,” Ali wrote, ordering an immediate end to any remaining funding freeze.
The ruling comes after humanitarian organizations and foreign aid groups sued the administration, arguing that the aid suspension causes irreparable harm. While the court stopped short of holding officials in contempt, Ali criticized the administration for failing to present evidence that it had fully assessed the impact of the freeze.
Following the decision, advocacy groups reported that six organizations had still not received payments. Legal representatives warned the administration to comply immediately or risk a constitutional crisis.
