A federal judge has ordered the Trump administration to release billions of dollars in foreign aid within two days, ruling that it had failed to comply with a previous court order to lift the funding freeze.
Judge Amir H. Ali ruled in favor of nonprofit organizations that sued over the cutoff of U.S. Agency for International Development (USAID) and State Department funds. The freeze was enacted by a Jan. 20 executive order from President Donald Trump, which aimed to cut spending on programs deemed wasteful or not aligned with his foreign policy goals.
The ruling follows a similar case where Judge John McConnell found that the administration had not fully complied with a previous court order to unfreeze domestic grants and loans. Nonprofits argue that the freeze violates federal law and has blocked critical life-saving aid abroad, while USAID and State Department partners claim the administration owes billions in already allocated funds.
