A federal judge in Rhode Island ordered the Trump administration to “immediately” lift its freeze on federal grants after Democratic attorneys general from 22 states and Washington, D.C., claimed the directive was not being followed.

U.S. District Judge John McConnell ruled that the funding pause, which affects programs under the Inflation Reduction Act, Infrastructure Improvement and Jobs Act, and the National Institutes of Health (NIH), is likely unconstitutional and causing “irreparable harm.”

The funding freeze, initiated by the Office of Management and Budget, was meant to reassess spending under Trump’s agenda. Though the White House later withdrew the memo, McConnell said the reversal was “in name only” and that the freeze remained in effect.

Democratic states argued that billions in federal funds were still not being disbursed. The Trump administration insisted it had made “good-faith” efforts to comply.
