Documents obtained by the ACLU reveal that U.S. Immigration and Customs Enforcement (ICE) has considered proposals to expand detention capacity in eight states, including Michigan, California, and Texas. The proposals, dating back to September, show that the Biden administration was preparing for potential detention increases even as Democrats criticized President-elect Trump’s deportation plans.

Private prison companies such as GEO Group and CoreCivic submitted bids for expanded detention facilities. The documents highlight specific sites, including GEO-owned North Lake Correctional Facility in Michigan and Target Hospitality’s Carrizo Springs tent facility in Texas.

An ACLU attorney stated these records confirm ICE’s efforts to broaden detention, sometimes involving facilities with records of abuse. Immigrant rights groups have expressed concerns about these expansions under Biden while criticizing Trump’s mass deportation goals. ICE deported over 271,000 people last year, marking the highest numbers in nearly a decade.
