The Department of Housing and Urban Development (HUD) has terminated its $1 billion Green and Resilient Retrofit Program, which funded energy-efficient renovations in affordable housing across the U.S.

The program, created under the Inflation Reduction Act of 2022, helped 25,000 sites with floodproofing, insulation, and HVAC upgrades while requiring buildings to remain affordable for up to 25 years. Its abrupt end could leave tens of thousands of low-income residents in deteriorating housing conditions.

As of Wednesday, HUD removed program-related links from its website and has not responded to media inquiries. Housing officials and recipients are seeking clarity on whether awarded funds will still be distributed.

“We are depending on that $10 million,” said Greg Franks, whose 170-unit Washington state apartment complex was slated for funding. Others warn the shutdown could delay renovations and increase project costs if alternative funding is needed.
