Rep. Don Bacon (R-Neb.) is preparing legislation to give Congress the authority to block President Trump’s tariffs, marking a rare Republican challenge to the administration’s trade policy. The bill will serve as a House counterpart to the Trade Review Act of 2025 introduced by Sens. Chuck Grassley (R-Iowa) and Maria Cantwell (D-Wash.).

Under the proposal, the president would be required to notify Congress within 48 hours of imposing new tariffs, provide justification, and include an analysis of the economic impact. Tariffs would automatically expire within 60 days unless approved by Congress, which could also vote to revoke them at any time.

Though Republicans control both chambers, the legislation is unlikely to advance. Even if passed, Trump could veto the bill, requiring a two-thirds majority to override.

Markets have declined sharply in response to the administration’s sweeping tariffs, prompting pressure from constituents in agriculture-heavy districts like Bacon’s. Meanwhile, House Democrats are planning a vote to end the national emergency used to justify the tariffs.
