A procedural vote in the House failed Tuesday after nine Republicans joined Democrats to block a measure that would have ended efforts to allow new parents in Congress to vote remotely. The vote, which failed 206–222, derailed a package of bills, including the No Rogue Rulings Act and the SAVE Act.

The rule included a provision aimed at blocking Rep. Anna Paulina Luna’s (R-FL) discharge petition for her bipartisan proposal allowing proxy voting for new parents. Luna, who left the House Freedom Caucus over opposition to her bill, was joined by Reps. Pettersen (D-CO) and others in supporting the measure. Pettersen, who gave birth this year, brought her baby to the House floor to advocate for the bill.

Speaker Mike Johnson (R-LA) called the result “disappointing,” and said legislative action is now stalled for the week. Johnson and other Republicans oppose proxy voting, calling it unconstitutional, despite using the method during the pandemic.

Luna’s discharge petition had gained 217 signatories, nearing the required 218.
